By December 31, 2025, the rules for UK-Italian dual nationals travelling between the two jurisdictions will undergo a structural shift.

Who will be most affected?

The Cross-Border Commuter: Residents in Italy holding both UK and Italian passports who rely on "settled status" or bilateral agreements.

The Problem

The introduction of the Entry/Exit System (EES) and the subsequent ETIAS rollout creates a technical hurdle for those carrying two identities. While an Italian passport grants freedom of movement, the UK passport requires specific electronic verification that may conflict with Italian residency records if not synchronised.

The Strategic Timing

Waiting until the airport gate to resolve these conflicts is a high-stakes risk. The "ambiguity" lies in how the Italian border police (Polizia di Frontiera) will reconcile digital records with physical dual-nationality status for those who have not formally verified their dossier.
